Prof. Moussa Tangara Secretary General of Mali’s Ministry of Higher Education and Scientific Research

The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) warmly congratulates Prof. Moussa Tangara, a former staff member of the Institut Polytechnique Rural de Formation et de Recherche Appliquée (IPR/IFRA) for his second year of service as Secretary General of the Ministry of Higher Education and Scientific Research of Mali. Prof. Tangara has brought a wealth of experience and expertise to this role, holding a PhD in Food Sciences and Nutrition from the Agricultural University of Huazhong, China, and a Master of Science degree from the Veterinary Academy of Moscow, Russian Federation.
During his tenure at IPR/IFRA, he served as lecturer, head of the Department of Livestock Training and Research, and Principal. These leadership roles have further equipped him with valuable insights into agricultural education and research.
IPR/IFRA, a longstanding member of the RUFORUM Network and Mali’s sole representative among the 33 member universities in West Africa, has made significant strides under Prof. Tangara’s leadership. Since joining RUFORUM in 2016, the institution has benefited from various initiatives, including the establishment of an Agric incubation hub to promote youth entrepreneurship, IPR/IFRA staff capacity building in Entrepreneurship incubation, and participation in research projects funded by international organizations. RUFORUM’s collaboration with Malian agricultural research stakeholders and the government has strengthened over the years, as evidenced by the signing of the RUFORUM Charter by the Government of Mali, support to the Malian Ministry of Agriculture in organizing national dialogues on food systems transformation – those outputs fed into the first UN food Systems Summit held in New York in September 2021, and participation in regional and international forums on science and innovation.
Prof. Tangara’s role as Secretary General underscores RUFORUM’s commitment to fostering leadership and innovation in higher education and scientific research across Africa. We reiterate our congratulations to Prof. Tangara for this second year and wish him many positive returns. We are confident that his vision and dedication will contribute to advancing Mali’s educational and research agendas.
